Egypt: new rules for imports

Introduced the obligation for companies to enroll in a specific register

The Egyptian government has introduced a legislation in force since March 1 requiring all foreign companies that want to import certain products in the country to register with the General Organization for Export & Import Control (GOEIC).
The decree is the 43 of January 1st, 2016 which amends the previous decree no.92 of December 30th, 2015 by including, among different sectors, textilesfootwareclothing (except PPE and medical use clothes), cosmeticsfurnishing... And then, watches, toys, blankets, carpets and more.

The products in the list may not be marketed unless the foreign company that produces them is not officially included in that register.
The registration must be done on the site of GOEIC which also lists the documents required, including the certification of ownership of the trademark and some compliance certifications with international standards related to environment and labor. For all documents is necessary the visa of both the Chamber of Commerce and the Egyptian Embassy.

The decree is part of the policy of protection and promotion of domestic products and refers exclusively to the list of goods mentioned in the decree.
We also stress that restrictions on the regime of documentary credits have been introduced, including the obligation of submission of all documents relating to the shipment from the exporter's bank to the Bank of the Egyptian customer, and not directly by the Egyptian customers.
